Can Europe deliver on its offshore wind ambitions?

New research from GlobeScan, commissioned by Dajin Offshore and based on interviews with 15 key industry players representing over 85 per cent of Europe’s offshore wind capacity (installed and planned), highlights growing delivery risks driven by cost inflation, policy complexity, and supply chain constraints, and outlines what must change to unlock deployment at scale.

Key Findings

  • Confidence in delivery is weakening: While industry players support Europe’s offshore wind ambitions, confidence in delivering at the required pace and scale is low and has declined amid rising system-wide risks.
  • Cost inflation is the central constraint: Rising costs are the most immediate and visible challenge, narrowing project margins and increasing exposure to delays and financial risk.
  • Policies designed to support industry run the risk of unintentionally amplifying delivery and affordability pressures: Trade and industrial policies, particularly tariffs and import restrictions, are seen by industry players as likely to increase costs and exacerbate delivery and affordability challenges if not carefully designed.
  • Scaling delivery depends on two critical enablers: Access to global supply chains and more predictable execution conditions, such as faster permitting, appropriate financing, and consistent policy implementation, are seen as essential to sustain momentum
